U.S. Plans More Rules for Technology Investments Abroad

The U.S. wants new limits on American money going into technology in China and four other countries. The plan is not yet a final rule.

The U.S. Treasury Department proposed new rules for Americans who put money into technology businesses abroad. The plan covers China, Russia, Cuba, Iran and North Korea. It also covers Hong Kong and Macau as part of China. The U.S. wants to stop this money from helping other countries build stronger military tools.

The plan includes computer chips and artificial intelligence, or AI. AI lets computers do tasks that usually need human thinking. It also includes technology that uses living things. Some investments would face a ban. For others, investors would need to tell the Treasury Department about their plans.

The rules would apply only to investments above $50,000. Many other ways of investing, including buying stocks, would stay outside these rules. The program began in 2023 with limits on some investments in China. Congress passed a law in its 2026 defense bill to cover more countries and technologies.

The proposal is not a final rule. The government plans to publish the draft on October 26, and people can send comments until December 7. Final rules will set the start date. China criticized the plan and said the U.S. should stop getting in the way of normal business.
