An independent team looked into attacks in Ukraine. It found that Russia broke the laws of war by attacking energy sites on purpose. These sites served ordinary people, not soldiers. Attacks on power stations have increased again.
Last winter, temperatures in Ukraine fell to -21°C. Russian leaders who ordered the attacks knew people needed these sites for heat. Older people faced serious problems. Some could not use stairs and feared lifts. They stayed in cold homes without power or water and could not reach safe places during warnings of air attacks.
The team also found strong evidence about men from 29 countries. People tricked or forced them to travel, and Russian officials put them into the army. After arriving, the men had to sign papers in Russian. They received dangerous jobs near the fighting. Many died or went missing. Others gave themselves up, or Ukrainian soldiers caught them. The team called for their release from the army.
The investigators also looked at Ukrainian attacks on energy sites in Russia and parts of Ukraine under Russian control. Russia did not let them visit or answer their questions. They could not check how the attacks affected people in Russia.
